David J. Burns, President
Commercial Agent
Dave has been with The Burns Agency since 1977, when he joined his father in the family business of real estate, tax preparation, and insurance. When he became an owner in 1984, the focus of the office changed to insurance. As a commercial lines agent, Dave handles the insurance needs of our business, municipal, and non-profit customers. Dave lives in the Village of Clinton with his wife, Lisa, and son, David. Dave and Lisa also have two daughters, Beverly and Chelsea.
Elaine D. Wallace
Receptionst/Personal Line Rater
Elaine joined The Burns Agency in January 2017. She has over 23 years of experience as an administrative assistant. Elaine is the proud mother to four children and proud grandmother to seven grandchildren. She enjoys reading, camping, hiking, and family gatherings. She currently lives in the Oneida area.
Wendy P. Lawlor, CISR, CIC
Commercial Agent
An employee since January 1988, Wendy is currently an agent for commercial lines of insurance, and the corporate president. She earned her Certified Insurance Service Representative designation in 1998 and then the Certified Insurance Counselor designation in 2004. If she’s not enjoying a good book or tending her houseplants, Wendy and her husband Mark enjoy camping, kayaking, home improvement, and visits by their three children and grand-dogs.
Shanea M. Johns
Administrator/Marketing
Shanea rejoined The Burns Agency in March of 2023. She wears many hats in our agency including quality control, marketing, and holding her personal lines license with her CPIA certification. Located in Waterville, she lives with her significant other, daughter and 3 fur babies. She enjoys spending time outside and finding new projects to do around the house.
Julie A. Freemire, CISR, CIC
Personal Agent
As a personal lines agent, Julie has been serving the insurance needs of individuals and families since she was hired in December 1994. She earned the Certified Insurance Service Representative designation in 2000 and added the Certified Insurance Counselor designation in 2013. Julie lives in Chadwicks with her husband Jim with whom she has three sons, Zachary, Curtis, and Benjamin and two dogs, Zoe & Clio. She enjoys quality time with family and friends, hiking in the woods and soaking up sun by the lake.
Sandra A. Freeman
Personal Agent
Sandra has held various positions in the insurance industry since 1993 and joined the agency as a Licensed Personal lines Agent in October of 2021. She enjoys outdoor activities with a passion for Kayaking, and Italian cooking as well as soup making for friends and family. Her favorite saying is “Nothing is a waste of time if the experience is used wisely”. She lives in Waterville with her 2 feline boys, Mr. Freeman, and Louie.
